Programs for Minnesota Seniors

Minnesota Agency on Aging

This agency provides extensive counseling and wide-ranging services focused on meeting the needs of senior citizens and the elderly across the state. Special emphasis is on medical care, bills, prescription medications, and food. They also advise and counsel on issues related to health insurance plans and Medicare.

Senior Community Service Employment

Seniors age 55 or older and who meet income guidelines can be placed into part-time employment opportunities, acquire new skills, and seek full-time employment.

Minnesota Workforce Centers

These centers offer employment and job training services in convenient locations. Services may include resume preparation assistance; interview training and other pre-job guidance services; job matching and referral; unemployment insurance; information; and financial aid for education and training. Assistance can include transportation and child care.

Elderly Waiver Program

This program is  for home-based services for people age 65 and older. Applicants need to be eligible for Medical Assistance (MA) and require the level of health care provided in a nursing home, but choose to live at home.

Senior Financial Assistance Programs

Other senior financial assistance programs include utility (Energy Assistance and/or EAP in Minnesota),Social Security supplemental income (SSI), lifeline telephone assistance programs, Minnesota supplemental assistance (MSA), rent or subsidized housing assistance, and food stamps.

Food Assistance Programs

Food assistance is offered by the Agency on Aging centers and various other non-profit agencies. Meals are provided for seniors and persons with disabilities. Hot meals are available at many senior centers and government-subsidized housing sites.

Food pantries are found in most counties in Minnesota, which provide supplemental and emergency food for seniors in need. Low-income seniors who qualify can also apply for food stamps (SNAP) at an Agency on Aging location.

Home delivered meals and grocery delivery is offered by some agencies and partner organizations for the home-bound, disabled, elderly, and those who are unable to go grocery shopping for themselves. Another well-known service is Meals-on-Wheels, which provides free or low-cost hot meals to home-bound people over 60 years of age.

Subsidized and Affordable Housing

Minnesota low-income seniors can secure housing with a cost equal to approximately 30% of their total monthly income through an Agency for Aging office.

Free Legal Aid for Seniors

Free legal aid and advocacy is available for older residents, the elderly and senior citizens. A number of law firms, public and private non-profit agencies, and other organizations assist seniors with addressing legal issues. Some programs are free, but private legal service fees in Minnesota vary by agency and by services sought.

Senior Transportation Services

Some towns and cities offer free or low-cost transportation for medical and other appointments, such as shopping and personal needs. Rides are often provided in vans, buses or cars, and may be wheelchair accessible. Medical insurance and Medicare may cover any associated costs.

Programs and Services for People with Disabilities

Programs and services for people with disabilities are administered by government agencies and by private non-profit organizations. They are aimed at ensuring that everyone has access to financial support, medical care, and the resources they need to function in their lives. Assistance is also available for caregivers.

SSB, or Department of Employment and Economic Development's Services for the Blind - (800) 652-9000

The SSB provides a number of services related to help the blind live independently, secure employment, and achieve self-sufficiency. Materials are supplied, such as braille publications, recordings, and other useful tools.

Minnesota Department of Human Services - (800) 657-3698

Low-income, disabled residents may be qualified to receive public aid and benefits, including grants and cash assistance. The Minnesota Department of Human Services processes most of these programs. Some examples of resources include:


    • SNAP food stamps program offer clients vouchers to buy groceries, food items, and other goods. The vouchers can be used at local grocery stores and retailers.

 

    • LIHEAP, or the Low-Income High Energy Bill Assistance Program, offers financial aid primarily for the elderly and disabled, among others.

 

    • Housing vouchers, including subsidized apartments and assistance with rent payments, are offered from Section 8 and other resources.

 

  • Medical care is coordinated by Human Services, including government programs such as Medicaid.

Vocational Rehabilitation Services helps the disabled find, train for, and keep a job. They use case managers who access the tools and services required.

Children with Special Health Needs – MCSHN

The MCSHN oversees public health and medical programs for youth, teenagers, and children that are disabled or have special health needs. They offer a variety of services to families who have children with disabilities and special needs.

The Mental Health Division coordinates with towns and counties to ensure that mental health services and treatment are made available. Services include emergency services, assertive community treatment, acute care hospital inpatient treatment, adult rehabilitative, education and prevention services, supportive employment, outpatient services, and also a partial hospitalization program.
